A waitlist opening compresses years of demand into a window of days, and every decision about how it was run is reviewable afterward. Everything below is written to the federal Housing Choice Voucher rules. Public housing, LIHTC, tribal, and municipal programs operate under different frameworks: the structure transfers, the citations do not.

1. The timeline
Working backward from the day the window closes. The right-hand column is the point of this table: every step should leave something in the file, because the file is what proves the opening was conducted properly.

2. Public notice template
Fill-in-the-blank starting text. Brackets mark the decisions that must already be made: if you can't fill a bracket, the notice isn't ready to publish. Have counsel and your fair housing reviewer read the completed version; this is a starting point, not a finished notice.

How applicants will be ordered: Selection order will be determined by random drawing conducted after the application window closes. Order of submission does not affect selection: applying on the first day and the last day carry exactly the same chance. [If your plan applies preferences, describe them here in plain language that matches the plan: state whether a preference places applicants ahead of others (a tier) or improves their odds (additional entries), because applicants will read "priority" as a guarantee.]

3. Notice distribution checklist
§ 982.206(a)(2) requires publication in a local newspaper of general circulation and by minority media and other suitable means: the regulation is conjunctive, and newspaper-only notice is the most commonly found compliance gap in waitlist openings. Work every row that applies, and keep proof of every placement.

4. When the window closes
The drawing and its record are their own discipline, covered by the Housing Lottery Documentation Checklist: freeze the file, validate, run with per-entry timestamps and a contemporaneous log, preserve the complete draw order, and generate the PII-free version at the same moment as the full one. If preferences apply, confirm whether your plan adopted tiers or weights before the drawing is configured, not after.
