Secure and Auditable Third-Party Lottery Processing for Housing Authorities

Why AuditDraw?

AuditDraw is a third-party housing lottery processor based in Salt Lake City, Utah that works with housing authorities across the US to provide secure, fully auditable, lottery processing that meets and exceeds all compliance standards.

 Security and Integrity

In addition to our certified proprietary technology, we also employ a zero-persistence approach to data handling (which means your information never gets saved or stored on a server or in a database), providing an end-to-end workflow where your data is never at risk or exposed to human eyes.

Our system uses cryptographically secure randomization, with extensive time and research having gone into the science of randomization to match real-world results. In fact, a single housing lottery with 200 entries can take several hours to process, with an entire minute or two between each draw. This allows for every action to have its own unique timestamp.

Deliverables include signature-signed audit-ready logs, detailing the time and order of every draw. These timestamps match the result files, guaranteeing authenticity without modification. Lottery results can even be authenticated later by signature comparison, all without exposing PII.

 Industry Experience and Expertise

AuditDraw has been working with a select number of housing authorities in Utah, Idaho and Colorado since 2019 under the name of its founder; a software architect and mathematics enthusiast working in the affordable housing industry who saw the absence and need for secure, trustworthy lottery processing.

After years of delivering consistent quality, scaling to meet demand for all types of workloads, AuditDraw is officially and formally available to become your trusted lottery processing partner.

While our public launch is not until Q3 (when our client portal and web apps are ready), we do have an early access program opening on May 1st, 2025. If your organization has housing lottery needs now and you'd rather not wait, please apply or send us a message! We’ll be accepting early access clients until stated otherwise.

Options & Features

Specialized features designed specifically for housing lotteries:

 Optional Ticket Numbers

Seamlessly integrate with your existing applicant management by using your established identification systems:

  • Use your existing applicant IDs or ticket numbers
  • Maintain consistent identification across all your systems
  • Eliminate duplicate data entry or transcription errors
  • Simplify recipient notification with your existing contact data

Example: Housing Authority of Metro County can use their standard "HAMC-2025-xxxxx" application IDs directly in the lottery, maintaining consistency with their applicant database and notification systems.

 Multi-Phase Lotteries

Handle sophisticated allocation requirements for mixed developments:

  • Process different applicant groups sequentially
  • Apply phase-specific rules and parameters
  • Generate comprehensive reporting tracking each phase separately
  • Configure phase-specific eligibility criteria
  • Document transitions between phases transparently

Example: Riverfront Development can draw for income-restricted units first, followed by specific workforce housing categories, and finishing with moderate-income units—creating a stratified yet fair process that respects program requirements.

 Waitlists

Create structured waitlists that:

  • Maintain lottery order within appropriate categories
  • Can be segregated by unit type for targeted vacancy filling
  • Include configurable waitlist size limits
  • Track waitlist position clearly for all applicants
  • Generate updates when waitlist status changes

Example: Parkside Housing can maintain separate waitlists for studio, one-bedroom, and family units, allowing them to quickly fill vacancies with appropriately matched households while maintaining fair lottery ordering.

 Weighted and Virtual Entries

Implement nuanced policy priorities while maintaining overall fairness:

  • Assign multiple "virtual tickets" based on configurable criteria
  • Create proportional representation in the drawing pool
  • Maintain transparent documentation of all weighting factors
  • Accurately report on how weighting affected outcomes
  • Support weights from 1-150 "virtual entries" per applicant

Example: City Housing Initiative can implement their policy giving veterans double chance (2x weight) and displaced residents triple chance (3x weight) while maintaining complete transparency about the process.

 Smart Placement and Unit Matching

Automatically match applicants to appropriate housing units based on:

  • Household size requirements
  • Income qualification thresholds
  • Accessibility needs
  • Unit-specific eligibility criteria
  • Applicant preferences

Example: Mountain View Commons can ensure their accessible units are matched to households requiring accessibility features, while family-sized units are matched to households with children, all while maintaining lottery order fairness.

 Multi-Tiered Preferences

Balance pure randomization with essential policy priorities:

  • Configure multiple preference categories with customizable weighting
  • Implement tiered priority levels (e.g., residents, veterans, displaced persons)
  • Create configurable scoring systems for policy compliance
  • Generate transparent documentation of how preferences were applied
  • Receive separate reporting on outcomes by preference category

Example: Westside Housing Trust can configure their lottery where community residents receive first priority, essential workers receive second priority, and households with disabilities receive third priority—all while maintaining randomization within each tier.

Included in Results

  • Files for Excel or Google Sheets with all original applicant data plus an added column for lottery draw order
  • Detailed processing logs documenting the entire lottery execution and draw order
  • Basic lottery summary report with key metrics and a validation file that allows you to verify authenticity of the results
  • JSON-formatted results for integration with your systems
  • Data pass-through ensuring all your original information is preserved. No special formatting is required - your data will work as-is.
  • A complete audit trail of all actions taken during the lottery execution

Why Outsource?

Uncompromising Neutrality

When your organization conducts lotteries internally, questions about fairness may arise regardless of how meticulously you follow protocols. By engaging an independent third party with specialized expertise, you establish a clear separation that eliminates even the perception of potential favoritism or bias.

Resource Optimization

Conducting housing lotteries in-house diverts valuable staff time and organizational resources from your core mission. Our specialized service allows your team to focus on what they do best—serving community housing needs.

Enhanced Legal Protection

In an increasingly litigious environment, outsourcing creates an additional layer of protection for your organization. Our comprehensive audit trails, cryptographic verification, and standardized processes provide robust documentation that can withstand intense scrutiny in potential legal challenges.

Simplified Compliance

Housing lotteries must satisfy numerous regulatory requirements across federal, state, and local jurisdictions. Our system is designed with these compliance needs at its core, from Fair Housing Act adherence to documentation standards for HUD and other oversight bodies.

Superior Mathematical Framework

Our system employs cryptographically secure random number generation (CSPRNG) certified by independent third-party assessment, ensuring truly unpredictable, unbiased results that meet rigorous mathematical standards far beyond capabilities typically available to housing authorities.
